Glowing Blue Icon Design
Create this neat little icon.
Step 1
Start with a large black canvas, or another dark colour, but black looks the best.
Make a new layer group with the title Icon.
Choose your ellipse tool and check anti-aliased setting.
In a new layer make a #009CFF circle. ( width: 101px x height: 101px)
Add the following layer styles:

Step 2
Choose your polygon tool and modify the settings in Polygon Options.
In a new layer make a black polygon. ( width: 75px x height: 75px)
Add the following layer styles:

Step 3
Once again In a new layer make another black polygon. ( width: 75px x height: 75px)
Set layer blending mode to Lighten.
Add the following layer styles:

Step 4
In a new layer draw a white circle on the center using your ellipse tool. ( width: 24px x height: 24px)
Set layers opacity level to 5%.
Step 5
Now just make smaller circles and set them up in a pattern design shown below.
Remember to make each circle in its own layer so you can have different opacity levels.
